According to the Haarlems Dagblad, the municipality of Zandvoort wants to use its preferential right to take over the land of Holland Casino, now that the casino will close on February 1, 2025.
The aim is to prevent the land from falling into the hands of project developers or speculators, who could hinder the redevelopment of the Badhuisplein.
The preferential right gives the municipality the first right to purchase, which allows the municipality to better determine the future of the area.

Alderman Jan-Jaap de Kloet emphasized in his proposal that the closure of the casino offers unique opportunities to reuse the square,
with an emphasis on the construction of homes, shops, catering establishments, and a hotel.
The municipal council must agree to the proposal to exercise the right of first refusal within three months, otherwise the municipality will lose the right to purchase this land for two years.
Legal requirements
According to the newspaper, there are doubts as to whether the municipality of Zandvoort meets all the legal requirements for the use of the preferential right for the land of Holland Casino.
An important condition is that the new plans of the municipality may not be identical to what has already been established in the current environmental plan, ‘Middenboulevard 2009’.
This plan already allows for many developments, including housing construction.
Those involved can object to the decision to use the preferential right, but it is still unclear whether Holland Casino will do so.
A spokesperson for the casino has indicated that the decision of the board of mayor and aldermen is currently under consideration.
The redevelopment of the Badhuisplein is a complex undertaking, partly because the land in the area is owned by various parties.
The municipality owns the public space of the square and land on the north side, while the south side is owned by a project developer.
